Zoning Commission
Overview
The Township Zoning Commission consists of five residents appointed by the Trustees to five-year terms. The terms are staggered so the term of one member expires each year. The Zoning Commission meets regularly for the purpose of developing and maintaining a plan regulating land use within the Township. This plan, set forth both in texts and maps, indicates permitted and prohibited uses of all land within the Township. Actions of the Zoning Commission are subject to the approval of the Board of Trustees.
Application submittals for the Copley Township Zoning Commission typically take 4-6 months to complete are presented as follows:
- Application submitted to the Department of Community & Economic Development.
- Copley Township Zoning Commission submits the application to Summit County Planning Commission for a recommendation.
- The application presented at the Summit County Planning Commission.
- Summit County Planning Commission makes a recommendation to the Copley Township Zoning Commission.
- Copley Township Zoning Commission conducts a Public Hearing on the application.
- Copley Township Zoning Commission makes a recommendation to the Board of Trustees.
- The Board of Trustees conduct a Hearing on the application and issue a final determination. If approved by the Board of Trustees, the amendment goes into effect 30 days after the approval.
Map Amendment
When a proposed amendment to the Zoning Resolution would result in a change in the zoning classification of any specific property, the applicant shall submit a Map Amendment Application to the Zoning Commission in accordance with Article 12, 12.04 B. Map Amendments follow a Public Hearing schedule which includes review and recommendation by the Summit County Planning Commission and the Copley Township Zoning Commission with ultimate authority vested in the Copley Township Board of Trustees.
Criteria for Map Amendment Consideration
- Is the proposed Zoning Amendment consistent with the township’s Comprehensive Plan
- Are there environmental restrictions (i.e., soils, wetland, floodplains, etc.) that would make the site non-buildable under the Zoning Amendment being requested?
- Would the Zoning Amendment threaten the community’s health, safety or welfare?
- Is there adequate infrastructure (water, sewer, roadways, utilities), or can adequate infrastructure be provided to support a use allowed by the Zoning Amendment?
- Is the proposed amendment consistent with the surrounding zoning and land use patterns?
- Will the Zoning Amendment result in spot zoning? (Spot zoning is the assignment of a zoning classification different from the surrounding zoning classifications to a relatively small land parcel, which is incompatible with the surrounding area and is in violation to the community’s Future Land Use Plan).

Text Amendment
When a proposed amendment to the Zoning Resolution would result in a change in the text of the Zoning Resolution but would not result in a change of zoning classification of any specific property, the applicant shall submit a Text Amendment Application to the Zoning Commission in accordance with Article 12, 12.04 A. Text Amendments follow a Public Hearing schedule which includes review and recommendation by the Summit County Planning Commission and the Copley Township Zoning Commission with ultimate authority vested in the Copley Township Board of Trustees.
Criteria for Text Amendment Consideration
- Is the existing text outdated and/or obscure?
- Is the proposed text in line with the Ohio Revised Code?
- Does the proposed text support the goals and initiatives of the Comprehensive Land Use Plan?
- Will the proposed text enhance the overall health, safety and welfare of Copley Township?

Regular Meetings
Regular meetings of the Zoning Commission are held on the first Thursday of every month at 6:00 PM EST. Meetings are held at the Copley Township Town Hall in the North Room. Town Hall is located at 1540 S. Cleveland-Massillon Road, Copley OH 44321.
Per the Ohio Revised Code (ORC), all proposed text and map amendments are subject to a public review conducted by the Summit County Planning Commission.
